Continued from Page 3 Charge dropped for sleeping sailor
Charleston, S.C.-The Navy has dropped charges against a sailor who says he and a friend drifted off to sleep while watching TV in his bedroom.
Stephen Jones was set to be discharged under what were viewed as charges trumped up to give a backdoor "don't ask, don't tell" dismissal when the Navy announced it was dropping the charges.
Jones' fellow sailor Brian McGee accepted a disciplinary proceeding and docked pay for the incident, in which the two were woken by Jones' roommate walking in. One of the men was fully clothed, sleeping on top of the sheets, the other under the sheets in shorts.
According to McGee, his commanding officer explicitly asked him if he was gay, which strengthens the argument that this was an attempt to dismiss gay service personnel, despite the ongoing process of eliminating the DADT policy.
Maryland TG equality bill dies
Annapolis, Md.-A bill to bar discrimination on the basis of gender identity and expression died in the state senate after being sent back to committee.
The move came on April 11, the last day of the state's legislative session, meaning the bill cannot move forward until the 2012 legislative session.
The executive director of Equality Maryland, Morgan Meneses-Sheets, expressed her dismay with the 27 votes to send the bill back to committee. She expressed the need to step carefully in the future, and examine how to get the bill past the last hurdle.
The bill was opposed by two transgender advocacy organizations, who criticized it for lacking protections in public accommodations. They said that it would be difficult to pass an amendment adding public accommodations later.
Dana Beyer, a local transgender activist, told Metro Weekly that nine senators who had pledged their support the bill backed
out.
"I had hoped we would get our either up or down vote," she told the newspaper. "This was sort of a back-handed way of giving it to us."
Hungary constitution bans marriage
Budapest, Hungary-Lawmakers on April 18 approved a new constitution specifically outlawing same-sex marriage.
However, the 2009 law granting some marital rights for registered same-sex partners stays in effect in the country.

The constitution's ban on discrimination also does not mention sexual orientation, and another provision protects life from the moment of conception. Those pieces could be used in the future to restrict LGBT rights and to bar abortion.
The changes were made possible by a two-thirds majority in the parliament held by the ruling Fidesz party and its partner, the smaller Christian Democrats. With an insurmountable majority, they were able to push through legislation at will.
It is unlikely the European Union will intercede, since Hungary will probably cite its freedom of religion. Hungary also holds the rotating presidency of the European Union until July.
ENDA and family act are reintroduced
Washington, D.C.--The Employment Non-Discrimination Act and the Uniting American Families Act were reintroduced in the House of Representatives on April 14.
Jerrold Nadler, a Democrat from New York, announced the move on April 13, saying that the Uniting American Families Act was needed to allow gay and lesbian Americans to sponsor their foreign-born partners for citizenship. He said that families are torn apart without such legislation.
The Employment Non-Discrimination Act was introduced by Republican Mark Kirk of Illinois and Democrat Jeff Merkley of Oregon. The bill bars job discrimination on the basis of sexual orientation or gender identity.
Defending DOMA to cost $500,000
Washington, D.C.-Defending the Defense of Marriage Act in court will cost taxpayers half a million dollars, according to contracts released by House Minority Leader Nancy Pelosi's office.
House Speaker John Boehner tapped President George Bush's former solicitor general Paul Clement to represent the House of Representatives in defending the law after the Justice Department said that it won't do so. Clement's contract calls for $520 an hour, with a $500,000 cap on fees.
Boehner also opined that the Justice Dept. should pick up the bill, since it refuses to defend the law in court after finding section 3 unconstitutional.
Attorney General Eric Holder pointed out that the Justice Dept. does not save money by not defending the law, since its attorneys are employees who will simply be assigned other tasks.
